Canning played with Neil at Hamilton.
The 39-year-old became interim player manager of the Scottish side in January 2015, when Neil left New Douglas Park for the Norwich job.
Canning landed the position full time that summer, taking charge for another four years before leaving the Lanarkshire club.
Neil, meanwhile, has been out of work since departing Preston in March with the Lilywhites sitting 16th in the Championship.
The Scot had been in charge at Deepdale since July 2017, having previously guided Norwich City to the Premier League.

Birmingham were in action yesterday as they grabbed a much needed 2-1 win over Swansea at St Andrew’s.
Troy Deeney gave them the lead just after half-time, only for Michael Obafemi to equalise for the possession hungry Swans 13 minutes from time.
But Aussie Riley McGree sealed a huge win for current boss Bowyer, scoring in the 82nd minute to seal the points.
Blues had previously gone seven games without a victory.
